be payable in the case of all confirmed
officers (paragraph 115 of the Colonial
Administrative Service unification scheme).
At the present these gratuities are not
payable in Hong Kong unless the officer has
completed five years' pensionable service. I
consider that it would be desirable for Hong Kong
to conform to what is now the usual practice of
the Colonial Service.
10. Any changes in conditions of service
which may be introduced as a result of the
general review which I am asking you to under-
take would be applied in the first instance to
new entrants only. The question whether and if
so to what extent serving officers should be
given an opportunity, or be called upon, to
accept such changes would be a matter for
separate consideration in the light, inter alia,
of the conditions offered to, and accepted by
them on first appointment to Hong Kong.
